Welcome
Dewey L. Carter was established in 1981 and is a community rural school located in Effingham, SC, that excels and strives to meet our students’ varying needs each day. We desire and guide our students to excel in academics, develop a love for learning through experiences, and live life to its fullest potential. Our school, established in 1981, is comprised of close to 600 students from 4K – 5th grade and we also have approximately 90 dedicated staff members, many of whom attended Dewey L. Carter, thus our rich tradition of family and community continues. Our staff models integrity and demonstrates a love for learning and our children each day and are fully committed to meeting the diverse needs of our students.

Administration
Mrs. Wendy Frazier
Mrs. Wendy Frazier has been the proud Principal of Dewey L. Carter Elementary School for the past five years. Mrs. Frazier earned her Bachelor's Degree and her Master's Degree in Elementary Education from Francis Marion University. She then earned a second Master's Degree from the University of South Carolina in Educational Leadership. Mrs. Frazier has worked with Florence District One for the past 29 years. "Being at DLC for the past seven years has been the most rewarding experience of my career. Seeing the smiles on the faces of almost 600 children each day is one of the greatest blessings in my life. The staff at DLC are some of the most compassionate and dedicated educators in our career field and I am so proud to work alongside them each day to give our students the best education possible."

Mrs. Katie Cullen
This is Mrs. Cullens 14th year in education, and 8th year in Florence One. She most recently served as an Interventionist at Dewey L. Carter Elementary. Before this position, Mrs. Cullen served as a curriculum coordinator and also taught elementary and middle school social studies.
Mrs. Cullen is certified in Early Childhood, Elementary, Middle Level Social Studies. She holds a Master’s Degree in Educational Leadership from Coastal Carolina University. She loves serving as the Assistant Principal at DLC.
